When you buy an arcade game, or any type of DLC, it gives a license to play it to your Gamertag, and your current Xbox 360. If you got a new Xbox 360 for whatever reason,you have to transfer your license to your new Xbox 360.

and follow the instructions.
Now you will have to re-download every thing you have downloaded before, but if it's already on your hard drive, it only renews the license, instead of actually re-downloading the content.

EDIT: Yes, it either needs to be chipped or flashed. But, that is illegal unless you are using it to backup your purchased games. There may well be a banwave as well as it is nearing xmas and we all know how MS operate right!
However you can flash and then you can download iso files and burn them to disc and play the games. This is legal in the UK as long as its a backup of an original disc that you own.

Every time I start up a game there is always an update for it. Even if my friend starts up the same game and has no update i will still have one. I have plenty of space left on my hard drive(about 50gb) so there is no reason for me to continue to get the same update time after time.
